I work at a mill and had the same problem we found we were swaging too high in the instuctions to set up swage we found the anvil was placed on the top of the tooth not the back of the tooth, when placed on the back it dropped the pocket and gave us a strong cutting bar, and just enough lift on the top therefor we didn`t have to grind all our new tooth away
